Charles Tourtellotte is Founder and CEO of LaTerra Development, a market leading, fully integrated real estate investment and development company headquartered in Los Angeles, CA with combined portfolio value at completion currently estimated to exceed $3 billion. Through its wholly owned subsidiaries, LaTerra provides a full spectrum of real estate investment services by developing, constructing, acquiring and asset managing properties for two distinct operating platforms: Residential and Self-Storage, and on behalf of its domestic and global institutional investors.

Within its Residential platform, LaTerra currently has more than 3,000 Multifamily units, including Build-To-Rent Residential units, in select Sun Belt markets across the United States. For its Self-Storage platform, LaTerra continues its expansion in both ground-up new development and existing property acquisitions in targeted SoCal and Sun Belt markets.

Mr. Tourtellotte has over 40 years of proven multifamily and commercial real estate experience. Today, he guides and oversees LaTerra’s growth and investment strategies and is actively involved in product development and product design. Mr. Tourtellotte’s experience includes presiding as manager of Western U.S. acquisitions for real estate investment manager Robert McNeill Corporation. He later served as Senior Vice President of fund manager Consolidated Capital, where together with his team acquired more than 12,000 multifamily units and 10,000,000 square feet of commercial and industrial properties in major markets throughout the U.S. Mr. Tourtellotte’s single family housing career began by acquiring and managing over 200 single family homes while attending the College of Business, University of Denver. He later formed and operated a single-family homebuilding company which developed and constructed residential communities in Southern California.

Mr. Tourtellotte founded Metro Golf (MGLF), which he took public as a NASDAQ listed IPO. He has been featured on the Today Show, CNN/FN, The New York Times and The Los Angeles Times. In 2024, Mr. Tourtellotte was honored by The Los Angeles Business Journal as one of the “Los Angeles 500 Most Influential People”.

Howard Heitner

Howard Heitner

Senior Managing Director

Howard Heitner is the Chief Operating Officer of LaTerra. Mr. Heitner has significant operational experience with multifamily property companies, having been the Chief Operating Officer and President for two of the largest real estate investment and property management companies in the United States. As an attorney and senior business executive, Mr. Heitner has worked on thousands of real estate transactions and has broad exposure to several asset classes with a focus on multifamily residential properties.

Prior to joining LaTerra, Mr. Heitner was President of JRK Residential America, one of the largest multifamily property companies in the United States with a market value in excess of $5 billion owning over 100 residential properties with more than 30,000 units in 24 states. Mr. Heitner was responsible for overseeing the asset and property management divisions along with the supervision of legal and risk management functions.

In 2000, Mr. Heitner began his 10 year tenure at SunAmerica, where he was Chief Operating Officer of the public company’s affordable housing subsidiary. Mr. Heitner formed and chaired its investment committee. At the time, SunAmerica was the investor in over 1,300 properties in 48 states with a market value in excess of $12 billion.

Mr. Heitner spent nearly two decades in the private practice of law at O’Melveny & Myers LLP with the last 10 years as a partner in its real estate department. Mr. Heitner received his J.D/M.B.A from the University of Chicago and a Bachelor of Arts degree in Economics from Bucknell University.

Tammy Harpster

Chief Financial Officer

Tammy Harpster serves as Chief Financial Officer for LaTerra. Her investment career includes serving as a fund manager for a real estate opportunity fund as well as serving as investment advisor for hundreds of millions of dollars of residential and commercial assets. Previously, she served as Senior Vice President of Acquisitions at Phoenix Realty Group (PRG) and ran the firm’s San Diego Smart Growth Fund, a $90 million opportunity fund with institutional investors such as CalPERS, Washington Mutual, and Northwestern Mutual. Currently, PRG sponsors and manages six real estate private equity funds with approximately $770 million in equity capital commitments, representing $3.5 billion in real estate development and acquisitions.

Prior to joining PRG, Ms. Harpster was Assistant Vice President for Buchanan Street Partners (BSP), a leading real estate investment management firm, where she closed $300 million, and managed over $600 million, in commercial assets across four funds.

Prior to Buchanan, Ms. Harpster managed $125 million of pharmaceutical, biotech, and microelectronic construction development projects for DPR. Ms. Harpster holds a Masters in Business Administration from the Anderson School at UCLA and a Bachelor of Science in Engineering from Purdue University.

William Leahy

Division President, Construction

William Leahy is the Division President, Construction, of LaTerra. For over 20 years, Mr. Leahy has successfully delivered large scale ground up mixed-use development and multifamily construction projects on time and on budget. His experience includes 9 years as Senior Vice President of Construction at Wood Partners, overseeing the construction team responsible for building high-rise and mid-rise urban infill apartments in its Western Region (CA, WA and OR).

At Wood Partners, Mr. Leahy implemented best practices for both third-party and self-perform projects. As a licensed General Contractor in the State of California, Mr. Leahy also served as the RME for Wood Partners in California. Most recently, Mr. Leahy served as Senior Vice President and as a member of the Executive Board at The Picerne Group where he directed construction of their multifamily projects.

Mr. Leahy’s experience includes multifamily and single family construction in FL, GA, CO, TX, CA, WA and OR. He has intimate knowledge in all aspects of development, pre-construction, construction management and operation management in completing over of $1 Billion of construction from high rise to garden style multifamily communities.

In addition to his extensive construction experience, Mr. Leahy has a deep background in property management operations. Mr. Leahy worked for TCRS and Gables Residential in Florida and Georgia where he managed multifamily communities, including overseeing extensive renovations and capital projects. Mr. Leahy brings this broad skill-set to LaTerra enhancing its capabilities with value-add apartment projects.

William Leahy

Division President, Construction

William Leahy is the Division President, Construction, of LaTerra Development and President of LT Building Corp., a GC affiliate of LaTerra Development. For over 20 years, Mr. Leahy has successfully delivered large scale ground up mixed-use development and multifamily construction projects on time and on budget. Lauren Boyd

Chief Legal Officer

Lauren Boyd serves as LaTerra’s Chief Legal Officer. Ms. Boyd began her law practice at Cooley Godward Kronish, where she specialized in corporate and securities law. While at Cooley, she also represented venture capital investors, investment banking firms and public and private companies. Ms. Boyd has provided services in a broad range of major business transactions, including private placements public offerings, mergers, acquisitions and joint ventures.

Prior to LaTerra, Ms. Boyd served as Director of Legal Affairs for Pacific Colony Properties, a San Diego based real estate investment development and advisory company focusing exclusively on the acquisition, repositioning and development of multifamily projects. At Pacific Colony Properties, Ms. Boyd was involved in a wide variety of real property and related capital markets transactions, including acquisitions, finance and general corporate governance.

Ms. Boyd worked Pro Bono for the Children’s Advocacy Institute at the University of San Diego where she obtained her Bachelors of Business Administration, graduating summa cum laude, in 1993. She received her Doctor of Jurisprudence from Stanford Law School in 1996. Ms. Boyd is a member of the California State Bar Association.

Chris Tourtellotte

Chris Tourtellotte

Managing Director

Chris Tourtellotte serves as a Managing Director of LaTerra. Chris is responsible for overseeing the Development group, sourcing and closing new acquisitions, sourcing debt and equity for LaTerra’s projects, and growing LaTerra’s apartment and mixed use development platform, which currently includes over 3,000 apartment units either under construction or in the pipeline.

Prior to joining LaTerra, Mr. Tourtellotte spent 7 years at Prudential Global Investment Management (PGIM), a global real estate private equity investment fund manager with over $50 billion of gross assets under management. Most recently at PGIM, Mr. Tourtellotte held the position of Director, overseeing all development activity west of the Mississippi River with over 20 development deals at a total cost basis greater than $1 billion. Prior to Mr. Tourtellotte’s role overseeing West Coast development, he spent 5 years on the West Coast acquisitions team where he worked on closing over $1 billion in acquisitions across all property types (multifamily, office, retail, industrial, and hotels) and all layers of the capital stack (senior debt, subordinate debt, preferred equity and equity).

Mr. Tourtellotte co-founded SnowGlobe Music Festival, which was ultimately acquired by MTV. SnowGlobe is a world-renowned annual music festival (featuring the largest musical acts in the world) drawing over 50,000 attendees over the three day event. Mr. Tourtellotte was responsible for raising the capital, and structuring and negotiating the investment documents prior to the inaugural 2011 festival.

Mr. Tourtellotte was selected for Real Estate forum’s 50 under 40 list. Mr. Tourtellotte holds a Bachelors Degree in Business Administration (Cum Laude) with a double concentration (Finance & Accounting) and a minor in Real Property Development from California Polytechnic State University, San Luis Obispo, CA.

Carlee Carpio

Vice President, Design Development

Carlee Carpio serves as LaTerra’s Vice President, Design Development. Ms. Carpio has more than 10 years of property management, design and development experience with extensive skills in brand packaging and marketing programs for multifamily developments. Ms. Carpio is one of the industry’s premier leaders in apartment design and amenity activation grounded in detailed target demographic research and first-to market features and amenities.

Prior to LaTerra, Ms. Carpio was the Marketing & Design Director at Alliance Residential. During her 7 years with Alliance, she was extensively involved with 14 projects comprising more than 4,500 units in Southern California. Her projects won over 30 Best in Class Product and Design Awards, consistently achieved record breaking sales prices and resulted in over $1 billion in sales proceeds and nearly $300 million in gross profits for investment partners. Ms. Carpio began her career in property management working on site as a leasing associate with JPI.

Ms. Carpio graduated with a BA Degree in International Affairs from University of Colorado, Boulder.

Daryl Sequeira

Vice President, Project Management

Daryl Sequeira is Vice President, Project Management for LaTerra. Mr. Sequeira has over 18 years’ experience as an executive within the homebuilding industry where he has a proven record of success in securing entitlements and obtaining project approvals. Mr. Sequeira has held senior positions with several large public and private companies, including Alper Development, Richmond American Homes, John Laing Homes and the SKY Companies.

Prior to LaTerra, Mr. Sequeira served as Vice President for the SKY Companies where he was instrumental in entitling nearly 2,000 acres of land in the Central Valley area. Mr. Sequeira led the land development team and environmental consultants in the design and planning of three masterplanned communities. He was also involved in the sale of land to merchant builders.

Prior to joining the LaTerra management team, Mr. Sequeira headed his own consulting firm, Sequeira Consulting, where he provided clients with services assisting in special management solutions in the areas of architectural design, land planning, single family construction, construction management, project management, commercial construction, cost analysis and feasibility studies.

Mr. Sequeira holds a Masters from the Graduate School of Architecture and Urban Planning at UCLA and a Bachelor of Science in Landscape Architecture from Cal Poly Pomona.

Allen Park

Allen Park

Senior Development Manager

Allen Park serves as a Senior Development Manager at LaTerra. Prior to joining LaTerra, Mr. Park was a Director at Jamison Properties, a fully integrated real estate development company that acquires, develops, redevelops, and manages mixed-use and multifamily properties in Southern California. At Jamison, he managed the land use entitlement efforts for 15 projects comprising over 2,200 market rate and income-restricted residential dwelling units, and was involved in pre-construction, permitting, and design activities across Jamison’s portfolio.

Mr. Park previously worked at Harding Larmore Kutcher & Kozal as an associate attorney, advising clients on land use entitlements, rent control laws, and the California Environmental Quality Act. He earned a BA in English and Art History from UC Berkeley, and a JD from Loyola Law School.

Alice Anderson

Alice Anderson

Senior Development Manager

Ms. Anderson serves as Senior Development Manager at LaTerra Development. She has a strong background in multifamily development and operations, having worked previously with Greystar Real Estate Partners (“Greystar”) and most recently at Lennar Multifamily Communities (“LMC”). At both firms, she was responsible for project development and execution including due diligence, financial analysis, project entitlement, design, and construction.

At LMC, Ms. Anderson spent 4 years helping to launch their Boston office, with a mission to create best-in-class homes in a market with high barriers to entry. Ms. Anderson’s primary role as Development Manager was to quarterback all phases of development, with a focus on strong community outreach and project design for over 1,000 units in the New England market. Prior to LMC, Ms. Anderson was a Senior Development Associate at Greystar where she focused on design, permitting, and construction of three multifamily assets, including the first active adult community in Cape Cod.

Ms. Anderson graduated with a BA in Public Policy and a Certificate in Markets and Management Studies from Duke University.

Fatou Balde

Controller

Fatou Balde serves as LaTerra’s Controller and oversees the firm’s accounting, tax, financial reporting and treasury functions. Her entire career has been at real estate companies with responsibilities covering accounting, investment and financial reporting and anaylses. Prior to LaTerra, she was a Fund Manager at CIM Group, LLC with oversight of the accounting and financial reporting for opportunistic real estate funds in excess of $3 billion of assets under management.

Prior to joining the CIM Group, Ms. Balde served as a Senior Accountant at Arixa Capital, LLC, a west coast real-estate investment and management firm. She supervised the preparation of financial statements and other reporting, audit and financial analyses for a majority of Arixa’s funds.

Ms. Balde graduated with a B.S in Accounting from California State University, Northridge.

Bryan Kim

Acquisitions Associate

Bryan Kim is an Acquisitions Analyst at LaTerra Development. Prior to LaTerra, Mr. Kim worked on real estate acquisitions at Township Capital. Mr. Kim received his Bachelor of Science degrees in Business Administration and Real Estate Development from the University of Southern California.

Omar Morales

VP, Construction

Mr. Morales serves as LT Building Corp.’s Vice President of Construction. In this capacity, Mr. Morales provides financial oversite, develops construction and operational procedures, provides and tracks KPI’s, reviews scopes of work for compliance with project documents, reviews cost estimates, oversees project performance, and oversees and manages subcontractors.

Prior to LaTerra, Mr. Morales successfully managed the self-perform Division for Wood Partners apartment development projects in Southern California. Mr. Morales is a customer-focused and results-oriented professional with more than 17 years of construction experience managing and negotiating multimillion dollar residential, healthcare and commercial projects.

Glenn Miller

Director of Construction

Mr. Miller serves as LT Building Corp.’s Director of Construction. In this capacity, Mr. Miller manages construction schedules, provides oversight of all field activities, reviews and develops construction reports, reviews scopes of work for compliance with construction documents, provides value engineering recommendations, and oversees the performance of subcontractors.

Mr. Miller has more than 35 years of construction experience, including multi-level Type I through Type V multifamily, subterranean and multi-level parking structures, cost control, project management and apartment renovations. Mr. Miller has led multiple teams as a Senior Superintendent.

Prior to LaTerra, Mr. Miller acted as a Senior Superintendent for Avalon Bay and DR Horton Urban where he oversaw the construction of several Type III and Type V wood frame apartment buildings totaling approximately 1,000 units.

Jim Teegarden

Jim Teegarden

VP, Construction

Mr. Teegarden is a Vice President of Construction for LT Building Corp, LaTerra’s General Contractor affiliate. For over 30 years, Mr Teegarden has worked in the construction industry on residential and mixed use projects for firms including the Picerne Group, Lyon Communities, and Griffin Communities.

Mr. Teegarden spent six years at the Picerne Group as a VP of Construction and Development overseeing construction projects throughout Southern California that included approximately 1300 type III/ IV podium units. In this capacity, Jim was responsible for providing oversight of contractors, consultant teams, and construction managers. Additionally, Jim developed construction documents, negotiated subcontractor contracts, executed pre-construction review of plans for constructability, provided cost estimating, and provided potential value engineering initiatives.

Previously, Mr. Teegarden sent over a decade at firms including Lyon Communities building podium, wrap and walk up multifamily projects and Griffin Communities where he oversaw pre-construction plan review, led offsite construction work, coordinated with design and consultant teams, provided purchasing and oversaw multifamily construction projects with a focus on keeping the projects on budget and on schedule.

Jonathan Braun

Jonathan Braun

Development Manager

Jonathan Braun is a Development Manager at LaTerra. Prior to joining LaTerra, Mr. Braun was a Manager at Essex Property Trust, a fully integrated real estate investment trust (REIT) that acquires, develops, redevelops, and manages 250 multifamily residential properties in select West Coast markets. At Essex, he oversaw the development of value-add strategies across Essex’s entire 60,000-unit portfolio. Mr. Braun previously worked at Industrial Realty Group, where he focused on developing a 425-acre mixed use property.

Mr. Braun began his career in financial services, working at Morgan Stanley and Lehman Brothers. He earned a BS in Finance from Syracuse University, and an MBA and Master of Real Estate Development (MRED) from the University of Southern California.

Bryan Miranda

Bryan Miranda

Managing Director, Self Storage

Bryan Miranda serves as a Managing Director of LaTerra Self Storage. Bryan is responsible for overseeing the self-storage division within LaTerra Development, including all facets of the self-storage platform from acquisition through operations.

Prior to joining LaTerra, Mr. Miranda spent 8.5 years at Public Storage, the largest owner and operator of self-storage in the United States. At Public Storage, Mr. Miranda held the position of Regional Vice President, overseeing all development activity in the western U.S. In this role, he led a high-volume development platform, established the west coast development team, and completed over a $1 billion of self-storage development and redevelopment.

Prior to joining Public Storage, Mr. Miranda served as Senior Vice President and Head of Operations for Auction.com Commercial, a venture between LNR Partners and Auction.com. He managed all aspects of operations, capital markets and valuations, and was a key player in the growth of the commercial division of Auction.com, which grew from a start-up to a division that transacted over $10 billion of commercial real estate properties and notes.

Before Auction.com Commercial, Mr. Miranda served as Senior Vice President for LNR Property Corporation, a national real estate development company that developed most commercial asset classes. Mr. Miranda was involved in large master planned projects as well as office, retail, and mixed-use projects.

Mr. Miranda began his career at Coopers & Lybrand, LLP, a Big 6 accounting and consulting firm (now PWC). Mr. Miranda holds a Bachelor of Science in Accounting from Loyola Marymount University and is a Certified Public Accountant (inactive).

Kevin Iniguez

Kevin Iniguez

Acquisitions Associate

Kevin Iniguez is an Acquisitions Associate at LaTerra Development. Mr. Iniguez brings significant underwriting and market research experience having spent his career working on acquisitions and valuation services in markets across the Sun Belt.

Prior to joining LaTerra, Mr. Iniguez worked at the Real Estate Advisory Group at Duff & Phelps, a global real estate valuation and consulting practice for institutional investors. During his time at Duff & Phelps, Mr. Iniguez underwrote over $5 billion in valuations across all core property types (residential, retail, office, industrial, hotel) and special-use projects. Prior to Duff & Phelps, Mr. Iniguez was an Investment Associate at The Festival Companies, a commercial real estate development company where we worked on acquisitions, performed due diligence, and managed development budgets. Mr. Iniguez began his career as an Acquisitions Analyst at Highpoint Capital Group, a real estate investment firm with a focus on opportunities located in the Sun Belt region.

Mr. Iniguez received his Bachelors Degree in Economics from the University of Southern California.

Ian McKenzie

Ian McKenzie

Senior Asset Manager

Ian Mckenzie is the Senior Asset Manager of LaTerra. Mr. Mckenzie brings significant underwriting and market research experience, having spent his career working in brokerage covering markets across Southern California.

Prior to joining LaTerra, Mr. Mckenzie worked at Jones Lang LaSalle, a global real estate brokerage firm for private and institutional investors. During his time at JLL, Mr. Mckenzie underwrote over $11 billion in valuations and participated in $1.5 billion worth of real estate transactions, focusing on traditional and mixed-use multi-family assets.

Ian holds a B.S. in Business Administration with an emphasis in Real Estate Finance from the University of Southern California. He also holds a California real estate license.

Julia Golden

Julia Golden

Director, Business Legal Affairs

Julia Golden serves as Director of Business Legal Affairs of LaTerra. Ms. Golden is a seasoned executive with extensive experience structuring real estate transactions and complex investment vehicles. Over the past 15+ years, she has structured more than $800 million of individual institutional equity investments and closed over $3 billion of commercial real estate transactions.

Prior to joining LaTerra, Ms. Golden was with Gemini Rosemont Commercial Real Estate where she held various roles, including most recently Director of Capital Markets and Senior Vice President of Business Legal Affairs.

Over her career, she has overseen complex capital transactions (including debt and equity financings, acquisitions, and dispositions), corporate restructurings and recapitalizations, and advanced syndications. In addition, Julia managed significant aspects of joint venture and fund investor relations and corporate marketing.

Ms. Golden attended Southern Methodist University with a focus on Political Science and Marketing.

Carter Savage

Carter Savage

Vice President of Acquisitions, Self-Storage

Mr. Savage serves as Vice President of Acquisitions, Self-Storage at LaTerra, responsible for sourcing new development, redevelopment, and expansion projects, as well as existing self-storage assets.

Prior to LaTerra, Mr. Savage spent 3 years at Public Storage, the largest owner and operator of self-storage in the United States. At Public Storage he was responsible for originating, underwriting and negotiating new self-storage development opportunities across the Western United States.

Prior to joining Public Storage, Mr. Savage worked at CloudKitchens where the property count grew from 25 to 500 properties during his tenure. His responsibilities included identifying and acquiring real estate assets for ghost kitchens in the Mountain West region and Southern California. Prior to CloudKitchens, Mr. Savage worked at Bridge Investment Group (NYSE: BRDG) where AUM grew from $2 billion to $20 billion during his tenure. He was involved in research and investment strategy, capital markets, and new development including opportunity zone initiatives.

Carter holds a B.S. in Business Administration with an emphasis in Finance from the University of Utah.

Erik Svensson

Chief Operating Officer

Mr. Svensson is the Chief Operating Officer of LaTerra. Mr. Svensson has extensive experience driving results in commercial real estate acquisitions, finance, operations, and asset management. Having served as an executive in both public and private commercial real estate firms, Mr. Svensson has worked on hundreds of real estate transactions in several asset classes including multifamily, self-storage, and industrial properties.

Mr. Svensson has a diverse background in commercial real estate leadership. Erik spent 12 years at RREEF/DWS, most recently as Deputy Chief Operating Officer, served as Chief Financial Officer at Watt Companies and BH Properties, spent 10 years at Public Storage where he oversaw the commercial real estate portfolio and closed over $4 billion in assets, and most recently served as an Investment Officer of Prologis, a global leader in industrial and logistics real estate.

Mr. Svensson’s career includes significant experience overseeing multifamily product including serving as COO for RREEF Property Management, which included 18,000 multifamily units, and overseeing Asset Management for the Watt Companies multifamily portfolio.

Mr. Svensson holds an MBA from St. Mary’s College and a B.S. in Finance from Cal Poly, San Luis Obispo. He is also a licensed CPA and holds a California real estate license.

Mia Strazzella

Design Development Manager

Mia Strazzella serves as a Design Development Manager at LaTerra Development. Mia has a passion for design and a keen eye for cutting edge trends. Mia has a background in multifamily real estate operations, branding, marketing, and interior design architecture.

Prior to LaTerra, Ms. Strazzella worked at Alliance Residential Company and most recently at Greystar Real Estate Partners, where she supported a portfolio of 50+ multifamily properties in the Los Angeles area. She also has a Certificate of Interior Architecture from the University of California, Los Angeles and an undergraduate bachelor’s degree from University of California, Santa Barbara.

Benjamin Grosberg

Benjamin Grosberg

Vice President of Capital Markets and Investor Relations

Mr Grosberg is the Vice President of Capital Markets and Investor Relations at LaTerra, responsible for managing the capital raising activities and investor relations of the company with an emphasis on private HNW, family office and RIA capital.

Prior to LaTerra, Mr Grosberg spent over 5 years at Dekel Capital, a Los Angeles-based real estate investment and capital advisory firm where he helped establish the JV and Preferred Equity Investment Platforms of the group. At Dekel Capital he was responsible for raising capital from private HNW, RIA and institutional investors, as well as managing the investor relations for the group.

Prior to joining Dekel Capital, Mr Grosberg worked at the Spotlight Group, one of Australia’s largest private HNW family offices, where he managed their diverse investment holdings of the group and helped create and grow the global investment portfolio, which expanded to US Real Estate in 2017. Mr Grosberg moved to California with his wife and children in 2018.

In his time at Dekel & Spotlight, Mr Grosberg has raised over $150M in private capital contributing to the successful closing of over $600M in real estate investments.

Benjamin holds a B.S in Business, with an Accounting & Finance double major from Monash University in Melbourne, Australia.
