Charles Tourtellotte

President and CEO

Charles Tourtellotte is the President and Chief Executive Officer of LaTerra. Mr. Tourtellotte’s real estate investment management experience includes more than 30 years of successful senior management positions with institutions and public companies, as well as, entrepreneurial ventures, including all aspects of capital formation, property acquisitions, asset management and dispositions. At the entrepreneurial level, Mr. Tourtellotte founded three companies, one of which became a publicly traded company. Mr. Tourtellotte served as CEO for each of these companies.

Prior to LaTerra, Mr. Tourtellotte founded Shoreline Communities, a real estate development company specializing in both single and multifamily projects primarily in San Diego County, California. Shoreline and its management team completed development of more than 1,000 multifamily units and 2,000 single family homes.

In 1992, Mr. Tourtellotte founded MetroGolf, Inc., a NASDAQ traded company, which owned, acquired, developed, and managed golf courses and driving ranges across the United States. As President, CEO, and Chairman of the Board, Mr. Tourtellotte took MetroGolf, Inc. public in 1996 with an IPO, and later led MetroGolf through a merger and acquisition transaction with another NASDAQ listed company.

Mr. Tourtellotte served as a Senior Acquisitions Officer at two national real estate investment companies, Consolidated Capital and Robert A. McNeil Corporation, where he acquired more than 12,000 multifamily units and 10,000,000 square feet of commercial office and retail properties in major markets throughout the United States.

A graduate of the Daniels College of Business at the University of Denver, Mr. Tourtellotte has taught real estate and finance courses at the University of Denver and the University of Colorado. He has been featured on the Today Show, CNN and CNN/FN.

Justin Fleming

Vice President, Design and Construction

Justin Fleming serves as LaTerra’s Vice President, Design and Construction. Mr. Fleming has over a decade of senior project management, design and construction experience for a variety of project types, having special expertise with multifamily development. Mr. Fleming has been responsible for general contractor and consultant selections, including developing scopes of work, budgets and schedules, negotiating and administering contracts, and overseeing project performance and close-out. His most recent experience was acting as owner’s representative on the construction of three mixed use developments in the City of Long Beach with 330 market rate apartment units.

In addition to the mixed used properties mentioned above, over the past three years, Mr. Fleming has been the consulting project manager on a number of high profile development projects in Southern California for wealthy individuals, entertainment and media companies. Prior to this, he was responsible for Hackman Capital Partners’ repositioning and redevelopment of the Hayden Tract in Culver City, which is now fully occupied by Apple and Beats by Dre.  Earlier in his career, Mr. Fleming was a Department of Defense contractor overseeing day-to-day operations in the construction of 2,400 units of military housing.

Mr. Fleming graduated with a B.S. in Hospitality Management from Florida State University.  

Howard Heitner

Chief Operating Officer

Howard Heitner is the Chief Operating Officer of LaTerra. Mr. Heitner has significant operational experience with multifamily property companies, having been the Chief Operating Officer and President for two of the largest real estate investment and property management companies in the United States. As an attorney and senior business executive, Mr. Heitner has worked on thousands of real estate transactions and has broad exposure to several asset classes with a focus on multifamily residential properties.

Prior to joining LaTerra, Mr. Heitner was President of JRK Residential America, one of the largest multifamily property companies in the United States with a market value in excess of $5 billion owning over 100 residential properties with more than 30,000 units in 24 states. Mr. Heitner was responsible for overseeing the asset and property management divisions along with the supervision of legal and risk management functions.

In 2000, Mr Heitner began his 10 year tenure at SunAmerica, where he was Chief Operating Officer of the public company’s affordable housing subsidiary. Mr. Heitner formed and chaired its investment committee. At the time, SunAmerica was the investor in over 1,300 properties in 48 states with a market value in excess of $12 billion.

Mr. Heitner spent nearly two decades in the private practice of law at O’Melveny & Myers LLP with the last 10 years as a partner in its real estate department. Mr. Heitner received his J.D/M.B.A from the University of Chicago and a Bachelor of Arts degree in Economics from Bucknell University.

Tammy Harpster

Chief Financial Officer

Tammy Harpster serves as Chief Financial Officer for LaTerra. Her investment career includes serving as a fund manager for a real estate opportunity fund as well as serving as investment advisor for hundreds of millions of dollars of residential and commercial assets. Previously, she served as Senior Vice President of Acquisitions at Phoenix Realty Group (PRG) and ran the firm’s San Diego Smart Growth Fund, a $90 million opportunity fund with institutional investors such as CalPERS, Washington Mutual, and Northwestern Mutual. Currently, PRG sponsors and manages six real estate private equity funds with approximately $770 million in equity capital commitments, representing $3.5 billion in real estate development and acquisitions.

Prior to joining PRG, Ms. Harpster was Assistant Vice President for Buchanan Street Partners (BSP), a leading real estate investment management firm, where she closed $300 million, and managed over $600 million, in commercial assets across four funds.

Prior to Buchanan, Ms. Harpster managed $125 million of pharmaceutical, biotech, and microelectronic construction development projects for DPR. Ms. Harpster holds a Masters in Business Administration from the Anderson School at UCLA and a Bachelor of Science in Engineering from Purdue University.

William Leahy

Division President, Construction

William Leahy is the Division President, Construction, of LaTerra. For over 20 years, Mr. Leahy has successfully delivered large scale ground up mixed-use development and multifamily construction projects on time and on budget. His experience includes 9 years as Senior Vice President of Construction at Wood Partners, overseeing the construction team responsible for building high-rise and mid-rise urban infill apartments in its Western Region (CA, WA and OR).

At Wood Partners, Mr. Leahy implemented best practices for both third-party and self-perform projects. As a licensed General Contractor in the State of California, Mr. Leahy also served as the RME for Wood Partners in California. Most recently, Mr. Leahy served as Senior Vice President and as a member of the Executive Board at The Picerne Group where he directed construction of their multifamily projects.

Mr. Leahy’s experience includes multifamily and single family construction in FL, GA, CO, TX, CA, WA and OR. He has intimate knowledge in all aspects of development, pre-construction, construction management and operation management in completing over of $1 Billion of construction from high rise to garden style multifamily communities.

In addition to his extensive construction experience, Mr. Leahy has a deep background in property management operations. Mr. Leahy worked for TCRS and Gables Residential in Florida and Georgia where he managed multifamily communities, including overseeing extensive renovations and capital projects. Mr. Leahy brings this broad skill-set to LaTerra enhancing its capabilities with value-add apartment projects.

Lauren Boyd

Chief Legal Officer

Lauren Boyd serves as LaTerra’s Chief Legal Officer. Ms. Boyd began her law practice at Cooley Godward Kronish, where she specialized in corporate and securities law. While at Cooley, she also represented venture capital investors, investment banking firms and public and private companies. Ms. Boyd has provided services in a broad range of major business transactions, including private placements public offerings, mergers, acquisitions and joint ventures.

Prior to LaTerra, Ms. Boyd served as Director of Legal Affairs for Pacific Colony Properties, a San Diego based real estate investment development and advisory company focusing exclusively on the acquisition, repositioning and development of multifamily projects. At Pacific Colony Properties, Ms. Boyd was involved in a wide variety of real property and related capital markets transactions, including acquisitions, finance and general corporate governance.

Ms. Boyd worked Pro Bono for the Children’s Advocacy Institute at the University of San Diego where she obtained her Bachelors of Business Administration, graduating summa cum laude, in 1993. She received her Doctor of Jurisprudence from Stanford Law School in 1996. Ms. Boyd is a member of the California State Bar Association.

Chris Tourtellotte

Managing Director, Acquisitions and Capital Markets

Chris Tourtellotte serves as LaTerra’s Managing Director, Acquisitions & Capital Markets. Prior to joining LaTerra, Mr. Tourtellotte spent 7 years at Prudential Real Estate Investors (PREI) playing a pivotal role on the West Coast acquisitions and development team. PREI is a global real estate private equity investment fund manager with $52 billion of gross assets under management.

Most recently at PREI, Mr. Tourtellotte held the position of Director, overseeing all development activity west of the Mississippi River with over 20 development deals at a total cost basis greater than $1 billion. In this capacity, Mr. Tourtellotte was responsible for negotiating Joint Venture documents for all new and existing partners, leading deals through closing, and overseeing the construction process. Prior to Mr. Tourtellotte’ role overseeing West Coast development, Mr. Tourtellotte spent 5 years on the West Coast acquisitions team. As an acquisitions Associate, Mr. Tourtellotte managed a team of analysts and worked on closing over $1 billion in acquisitions including spearheading the recapitalization of a $370 million, 9-asset data center portfolio with Digital Realty (the largest data center REIT in the world) and the purchase of three San Francisco high rise office buildings worth a total of approximately $600 million. Mr. Tourtellotte started at PREI as an Analyst, where he underwrote over $4 billion worth of deals across all property types (multifamily, office, retail, industrial, and hotels) and all layers of the capital stack (senior debt, subordinate debt, preferred equity and equity).

Mr. Tourtellotte co-founded SnowGlobe Music Festival, which is now a world-renowned annual music festival drawing over 50,000 attendees over the three days leading up to and including New Year’s Eve in South Lake Tahoe, CA. SnowGlobe has grown into a globally recognized brand with the largest musical acts in the world. Mr. Tourtellotte was responsible for raising the capital and structuring and negotiating the documents between the partners and investors prior to the inaugural 2011 festival.

Mr. Tourtellotte holds a Bachelors Degree in Business Administration (Cum Laude) with a double concentration (Finance & Accounting) and a minor in Real Property Development from California Polytechnic State University, San Luis Obispo, CA.

Randall Reel

Managing Director, Development

Randall Reel is the Managing Director, Development of LaTerra. Mr. Reel has twenty years of hands-on experience in entitlements, acquisitions, development and project oversight for urban in-fill and high- rise multifamily development, including mixed-use properties with retail and creative office components. Most of Mr. Reel’s projects ranged from 300-1,200 units with up to 40,000 square feet of retail and involved obtaining significant entitlement approvals.

Prior to joining LaTerra, Mr. Reel was Director of Acquisitions at Carmel Partners, a private equity development company with major multifamily projects in transit oriented locations and in the Downtown Los Angeles Art Districts. Prior to Carmel, Mr. Reel worked at GH Palmer & Associates, Molasky Pacific, StorAmerica and Highridge Partners.

Mr. Reel’s experience includes undertaking detailed financial analyses, market research and due diligence investigations during the acquisition phase and then working closely with project architects, engineers, contactors and governmental officials during entitlements and construction. He expands LaTerra’s network of business relationships through his industry contacts with property owners, brokers, governmental officials, lenders and institutional equity funds. These contacts will be valuable in accessing strategic acquisitions, procuring entitlement approvals and structuring capital and joint venture arrangements.

Mr. Reel graduated with a BA Degree in Business Administration from California State University, Fullerton, with concentrations in real estate and finance.

Daryl Sequeira

Vice President, Project Management

Daryl Sequeira is Vice President, Project Management for LaTerra. Mr. Sequeira has over 18 years’ experience as an executive within the homebuilding industry where he has a proven record of success in securing entitlements and obtaining project approvals. Mr. Sequeira has held senior positions with several large public and private companies, including Alper Development, Richmond American Homes, John Laing Homes and the SKY Companies.

Prior to LaTerra, Mr. Sequeira served as Vice President for the SKY Companies where he was instrumental in entitling nearly 2,000 acres of land in the Central Valley area. Mr. Sequeira led the land development team and environmental consultants in the design and planning of three masterplanned communities. He was also involved in the sale of land to merchant builders.

Prior to joining the LaTerra management team, Mr. Sequeira headed his own consulting firm, Sequeira Consulting, where he provided clients with services assisting in special management solutions in the areas of architectural design, land planning, single family construction, construction management, project management, commercial construction, cost analysis and feasibility studies.

Mr. Sequeira holds a Masters from the Graduate School of Architecture and Urban Planning at UCLA and a Bachelor of Science in Landscape Architecture from Cal Poly Pomona.

Colleen Lakshin

Vice President, Sales & Marketing

Colleen Lakshin serves as LaTerra’s Vice President, Sales & Marketing. Ms. Lakshin has over 24 years experience working with home builders. She has a proven track record of building market presence through the creation and implementation of integrated marketing and sales programs. Ms. Lakshin’s management experience includes strategic planning, global and local branding, feasibility studies, brand identity, merchandising, pricing and premium analysis, competitive market analysis, focus groups, market intelligence, P&L accountability, marketing budgets, website design, sales training, media planning, and team building.

Prior to joining LaTerra, Ms. Lakshin served as Sales and Auction Manager for Broker, WRS Enterprises, Inc. representing both Downtown Properties and Intellimarket, where her combined efforts generated over $89 million in sales and auction revenue for numerous Southern California communities.

Ms. Lakshin served as Vice President Sales & Marketing at Shea Homes – Inland Empire Division, Home Building Company prior to WRS. While at Shea, Ms. Lakshin managed a multimillion dollar advertising budget and kept costs below one percent of gross revenue. Ms. Lakshin was instrumental in establishing the corporate “brand” brochure for Shea Homes in California.

Ms. Lakshin holds a Bachelor of Arts in Communications, California State University, Fullerton and is a graduate of the Institute of Residential Marketing (IRM).
